ABOUT US

The Law on Planning and Construction (Official Gazette of the Republic of Serbia, 47/2003 and 34/2006) regulates the establishment of the Serbian Chamber of Engineers with its seat in Belgrade.

The Chamber was established to improve the conditions for performance of the professional work in the field of the spatial and city planning, design and construction, and in other fields of relevance for planning and construction; protect the general and individual interests in these fields; organize rendering of services in these fields, and also to achieve other objectives set by the Chamber Statute.

The Serbian Chamber of Engineers has its Secretariat which comprises the following organisational units:

   • Section of urban planning engineers;
   • Section of designers;
   • Regional offices;
3. Legal and General Affairs;
4. Finance and Accounting Department;
5. IT Support Department

THE FOUNDING GENERAL MEETING OF THE SERBIAN CHAMBER OF ENGINEERS

The founding General Meeting of the Serbian Chamber of Engineers was held on 14 June 2003 in the ceremony hall of the Faculty of Civil Engineering, Belgrade. On that occasion, the Minister, Prof. Dr. Dragoslav Šumarac, presented the "zero" licences which entitled their holders to the membership in the Serbian Chamber of Engineers.

The doyens of our civil engineering became the members of the Chamber: Prof. Dr. Nikola Hajdin, a graduate civil engineer, Prof. Ivan Antić, a graduate architecture engineer, Prof. Dr. Ilija Stojanović, a graduate electrical engineer, Academician, and Prof. Dr. Titoslav Živanović, a graduate mechanical engineer. The events on the founding General Meeting of the Chamber were

1. Adoption of the Statute of the Chamber;
2. Election of Mr. Dragomir Acović for the first President of the Chamber Assembly;
3. Election of Prof. Dr. Miloš Lazović, a graduate civil engineer, for the first President of the Chamber and the Management Board;
4. Election of the Vice-president and members of the Management Board;
5. Verification of the elected presidents and members of the Executive Boards of the sections for planners, urban planning engineers, designers and contracting engineers, who were elected on the section meetings.

After the founding General Meeting, the necessary administrative and technical preparations have been made so that the Chamber could begin its work.

OUR MEMBERS

The members of the Chamber are the university graduate engineers of architecture, civil engineering, mechanical engineering, electricals, transport and other technical engineers, as well as the university graduate space planners, who hold the licence issued by the Chamber.

To qualify for a licence, a person must have a university or post-secondary higher degree obtained at the appropriate department, passed professional examination and minimum 3 years of work experience for the designers and contracting engineers, or 5 years for the planners, urban planning engineers and those with the post-secondary degree.

The Chamber issues the licences for:

• responsible planners
• responsible urban planning engineers
• responsible designers
• responsible contracting engineers

A member can hold several licences.

PROFESSIONAL DEVELOPMENT OF MEMBERS

Since May 2005, the Serbian Chamber of Engineers has been conducting a cycle of one-day lectures and courses on the most topical subjects, fields and problems related to the engineering theory and practice, within its project of the permanent professional development intended for its members.

The topics include different fields in design, construction, urban planning, spatial planning, management, information technology, and the issues in connection with the legal procedures. The attendance is free of charge for the Chamber members; the attendees receive the hard copy and CD format of the material supporting the course.

In addition to the continuing education, the Serbian Chamber of Engineers publishes its periodical "Glasnik" four times a year and delivers it free of charge to each of the Chamber members in order to provide them with the useful information from all fields of the engineering profession.

CHAMBER'S OBJECTIVES AND TASKS

• Setting of the professional rights and obligations and the ethical code of conduct applied by our members in performing their planning, design and construction tasks;
• Assessing the satisfaction of the qualification criteria for granting or revoking of the licences for the responsible planner, urban planning engineer, responsible designer and responsible contracting engineer in accordance with the Law, the Rules governing the criteria and procedure for granting and revoking the licence for the responsible planner, urban planning engineer, responsible designer and responsible contracting engineer, and the general Chamber by-laws;
• Foundation of the Court of Honour to decide on the cases of violation of the professional standards and norms (professional liability), and the related penalties;
• Setting and improving the conditions for performance of the professional activities in the spatial and urban planning, design, building and other relevant areas of planning and construction;
• Monitoring and influencing the development of the professional relations by providing the members with the conditions to operate;
• Proposing regulations to legislative authorities, and cooperation with the relevant ministries and state authorities in drafting and implementation of legislation related to the Chamber's field of activity;
• Organization and participation of the scientific and professional conferences and meetings and support in publication of the editions of interest for the profession.

INTERNATIONAL RELATIONS

The Chamber became a member of the European Council of Engineers Chambers on the second session of the General Assembly of ECEC (European Council of Engineers Chambers) in Warsaw, Poland, on 22 and 23 November 2005.

The Serbian Chamber of Engineers became a full member, which proves that its organisational level conforms to the standards of other member organisations of this important organisation of chambers. ECEC was established in 2003, and its founders were the Engineers Chambers of Austria, Germany, Italy, Slovenia, Croatia, Montenegro, Hungary, Poland and the Czech Republic, among others.

23. Executive Board meeting of ECEC in Belgrade

23. Executive Board meeting of ECEC (European Council of Engineers Chambers) was held 26th of September in the Serbian Chamber of Engineers in Belgrade.

Our guests from Executive Board of ECEC are welcomed by the professor Borislav Stojkov, graduate architecture engineer, Director of the Agency for Spatial Planning and the President of Serbian Chamber of Engineers Ph.D. Dragoslav Sumarac, Civ. Eng.

After the adoption of the report from the previous session and submission of individual reports, discussions is continued with the further procedure of the working group "Code of Quality" and "Small Business Act".

The next topics discussion was about the results of questionnaires that ECEC provided to all its members, which are related to the implementation of the Bologna process.

General Assembly of the ECEC is going to be held in Sofia 13.11.-14.11.2009., where will be election for members of the Executive Board.

Venue of this meeting in Belgrade is great recognition of the Serbian Chamber of Engineers, for its involvement in the international cooperation.
